Double advertising, is this legal?

If I have a website, I take a normal link and covert it to a 'g.qs/XXXX' url, can I use the full page script, add the "g.qs" link on it, so the website will convert to:
- http://adf.ly/YYYYYY/http://q.gs/XXXX
So this will be something like double advertising, two ads will be shown, first the 'adf.ly' one and then the 'q.gs' one.

Can I do this, or is this forbiden by the terms of use?
